What are the colleges and universities listed under Ontario’s International Student Stream?
This is the topic of today’s discussion — and in this detailed blog, Globexa Immigration will break down everything you need to know about Ontario PNP’s International Student Stream, including job requirements, eligible institutions, employer rules, and PR options.
If you’ve completed your studies in Ontario or anywhere else in Canada — and your college or university is listed under this stream — you can get your Permanent Residency (PR) quickly by securing a full-time job offer from an eligible Ontario employer.
1. Why Choose Ontario for PR?
If you’re planning your PR after completing your study and looking to move to a particular province, Ontario can be one of the best options. When planning your PR pathway, consider these four major options:
Canadian Experience Class (CEC)
Special Category Draws
Provincial Nominee Program (PNP)
French-speaking skilled worker programs
If PNP is your preferred option and you’re open to relocating, Ontario’s International Student Stream stands out because no prior experience is required. As long as you studied at an eligible college or university and have a job offer, you can apply immediately after getting that offer.
2. Understanding Ontario’s Employer Job Offer Stream
The Employer Job Offer stream has three pathways:
Foreign Worker Stream
Requires two years of experience in Ontario in a NOC B or above job (Tier 0, 1, 2, or 3). Suitable for those on a Spouse Open Work Permit or LMIA-based closed work permit.
In-Demand Skills Stream
For jobs on Tier 4 or 5 — usually lower-skilled. Requires 9 months of experience.
International Student Stream
No experience required. You just need a full-time job offer on NOC B or above (Tier 0, 1, 2, 3) from an eligible Ontario employer.

4. New 2025 Process: Employer First Portal
As of July 2, 2025, a new change has been introduced — called the Employer First Portal. Now the process begins with the employer.
Here’s how it works:
Employer creates a profile on the Employer First Portal.
Ontario checks the employer’s eligibility.
If eligible, the employer can issue a support letter.
You submit your Expression of Interest (EOI).
You receive an Invitation to Apply (ITA).
Submit all documents and complete your application.
Previously, the employer step came after the EOI. This change ensures only eligible employers participate — reducing your chances of rejection.
5. Questions to Ask Employers
Before joining any employer, ask these two questions:
Have you created a profile on the Employer Portal?
Are you willing to support me for Ontario PNP?
Only proceed if the employer answers yes to both.
At Globexa Immigration, we help both students and employers navigate this process. We can even help your employer register on the portal if they’re unfamiliar.
6. Employer Eligibility Requirements
The employer must meet these conditions:
Inside GTA:
Minimum 3 years in business
Annual revenue of $1 million
At least 5 full-time PR or citizen employees
Outside GTA:
Minimum 3 years in business
Annual revenue of $500,000
At least 3 full-time PR or citizen employees
Tip from Globexa Immigration: Target jobs outside GTA. Ontario PNP draws often favor outside GTA regions.
7. What Colleges and Universities Are Eligible?
Even if you studied outside Ontario, you may still qualify under Ontario’s International Student Stream.
